IRS asking that I now submit form 8962 and my 1095-A. I received a 1095-B from TennCare, but am not sure why TurboTax didn't request this info upon filing

You are not required to report a 1095-B. It is for your information only. 

If you only received a Form 1095-B and it has "all year" or all 12 months checked, then I would submit a copy of that form to the number (fax is quickest) on the IRS notice. 

That will take care of it for you.
