So i have zero income for 2017, but i have a state refund that i need to get back, i didnt recieve any forms for the federal besides the 8965 form, do i just mail state?

Yes,  you can just file a state return, even if you aren't required to file a federal return. 

However, if you had state tax withheld in 2017 that would indicate you had earnings in 2017. Is there a refundable state credit that you are applying for?
