Can I file State tax without ITIN number. ITIN application for my wife and kid is applied with IRS and wondering should I wait until i get that?

Yes, you should wait as most states will not process your return without either an SSN or an ITIN.  You will have to wait until you receive the ITIN's for your wife and kids to file your federal tax return when you receive them, file your federal and state tax return at the same time.
