Should agi decrease, Taxable amt decrease and refund increase after cap gains losseds are entered ?

In my case  this did not happen. How do I correct this problem ?  I completed my return and then entered a capital  gains loss but the Tax Due and refund remained the same while taxable in come decreased. agi decreased.
