May we decline to pay estimated taxes for 2019?

Yes, if you have pre-printed 2019 estimated tax vouchers generate with your 2018 return, those are recommendations.  If you feel that you will cover your 2019 tax liability through withholding then you are not obligated to file and pay the 1040ES forms.  See more information in the FAQ below:
