Yes but you need to make a diligent effort to obtain the federal and state ID numbers.

If for some reason you do not have an EIN, you still are required to complete the 1099-MISC.

TurboTax advises making a formal request to the subcontractor for their EIN before the end of the tax year in question. If you still don't have the EIN by the filing deadline, leave the identification number box empty, include the form in your tax return.

The IRS will send a notice stating that the number is missing, and this must be sent along with a backup notice and W-9 to the subcontractor. It notifies the subcontractor that he will be subject to withholding until he submits his identification number.

Do you have an answer that runs the other way?  I am the subcontractor and received a 1099-MISC without any EIN for the general contractor.  Their business is closed in the COVID lock down and I have no way to reach them.  I want to file my return and TT won't let me file without this number.
