Would I be my husband's dependent if I am on his health insurance?

No.  Unfortunately, the IRS does not allow your spouse to claim you as a dependent on a return, even if he completely supported her and shared his health insurance with you.

The good news is that you are still able to file a joint return with him. For a joint return, the standard deduction is $12,600 while on a Single status return, the standard deduction is only $6,300.   By including you on the return as his spouse, he will have a higher deduction and will be given an exemption of $4,050 for you. This will help you both to pay less tax.
