Sorry to spoil the party, but this error on Win10 is way over-due, a simple search uncovers 1000's of URLs showing this, dating back to 2016 and earlier:
Will sparse everyone the details, as we've tried EVERYTHING under the sun, and there is NO WAY to bypass this error on several Win10 PCs we tried on.
SFC/scannow, dism, restore health, program files add/remove windows features, reboot after each try, clearly .NET 4.8 is PART of win10, builtin, this is the cli tool from github:
Currently installed "classic" .NET Versions in the system:
4.0.0.0
4.8.04084
yet, the silly Setup.exe keeps insisting that .NET 4.5.2 is missing somehow 🙂
All things are functioning, win update, win installer, no firewall, no anti-virus.... the TT log has this in it:

Pretty sure if right developer sees this, they can fix it. Please help pass this to the right developer, and fix this for good, why BLOCK users? give a warning and keep installing, at least until your code is fixed 🙂

Since I'm pretty DOUBTFUL that anyone will actually ACT on this, as it appear to be like that for over 6 years 🙂 Here is a simple "workaround", run the setup.exe, it will fail with the pop up that .NET4.5.2 framework is missing or can't be found, now go to windows temp directory (find location of temp by process pid/file handles)
cp that temp folder, and as a subdirectory you'll find "TurboTax YEAR installer.exe", running this binary applies the updates, essentially skips the (broken) .NET 4.5.2 "Verification".. this is probably not needed on Windows 10, and if .net is broken on win10, that user has much larger issues.
Good luck, hope this helps someone.
