Yes, TurboTax will automatically fill out Form 8962 once you enter your Form 1095-A.

If the APTC (advance payments of the premium tax credit) is more than your PTC (premium tax credit), you have excess APTC and you must repay the excess. Your actual premium tax credit will be calculated based on your actual income, using Form 8962.
