Can't go throufh step 3 eventhough I already made the Turbotax payment.

What happens if I don't go through step 3?
Step 3 is what submits and files your return and must be completed. What error are you seeing when you try to file?
It's asking for a code from last year's taxes which I don't have access at the moment.
It says that it can't be sent electronically because of this and that it can't be mailed because I'm paying with a credit card.

Enter the 2018 AGI and you do not need the 5 digit self-selected PIN.
The 2018 AGI is on the 2018 Federal tax return you filed Form 1040 Line 7

To access your current or prior year tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on View adjusted gross income (AGI)
Or go to this IRS website for free federal tax return transcripts - https://www.irs.gov/individuals/get-transcript
If your tax return continues to be rejected with the 2018 AGI then enter a 0 (zero) for the AGI and e-file again.
If this is also rejected then you will have to print and mail the tax return.

Did you electronically file a 2018 tax return? Do you have a copy of the 2018 tax return?
If you did not file a 2018 tax return then you can enter any 5 digit code for your PIN and enter a 0 for the 2018 AGI.
I did that and know I'm getting this following message:
The Intuit Electronic Filing System is having difficulty recognizing the data in the return you are sending. To ensure you have the latest version of TurboTax, wait 24 hours to update your program automatically. If you still can't transmit your return, go to www.support.turbotax.com for a solution or workaround. In some cases, you may need to file your return by mail. - 601ERRV:5, CustHdr_17 - ?:? - Invalid SMS Number. Must be between 10 and 10 digits.
