If you already paid then you have already been charged. If you have not paid and do not file (either by mail or e-file), then you will not be charged. There is no fee to e-file; the fees you are charged are for the use of the TurboTax tax preparation software.
If you can't e-file with TurboTax, you probably won't be able to e-file anywhere else either. But, if it is something you can fix, you can still e-file. When your return gets rejected, you will receive an email with some kind of code or explanation. Most rejection problems can be fixed.
