There would not be any way to update your bank account information through TurboTax. If there is a second stimulus program, the IRS might offer a place to update it on their stimulus payment portal but there is no guarantee of that.

Unknown at this time ... however standard procedure is that any deposits  will still go to the underlying bank account when released  so if  the  debit card has  expired you can request a replacement card if one was not sent.  Or if you allow the account to close any future deposits will be rejected by the bank and sent back to the IRS who will convert it to a paper check.
