Why wont it allow me to select head of household? have always filed as HOH and it doesn't come up as an option this year no matter how I edit my personal profile.

Did you enter a qualifying person as a dependent?  If you filed as Single or Married Filing Separately the program would have asked you a series of questions to determine if you are eligible for Head of Household.
