Why won't Turbo Tax 2019 Premier install after downloading installation files on my new Windows 10 computer, even as admin w/ virus protection & Wifi disabled?

I had the same problem for 2019. This is what I did and it worked. Thanks to Jeff. I have Windows 10.

YES, IT WORKED! I had seen a post earlier that suggested changing the TEMP&TMP files in the env. variables, but I changed the 2 files in the "System Variables". This time I changed the variable in the "User Variables for <computer name>". The original Temp file address was: C:\users\<computer name>\app data\local\temp\%userprofile%\appdata\local\temp. The TMP address was the same. I changed both to C:\temp, and the files now work. FYI, in the "System Variables", both TEMP and TMP are C:\windows\temp.

I have this same problem for premier 2021.  I see the extracted files in the TEMP folder but nothing happens when i try to run them.  Can someone explain the variable issue again that I can understand?

Yes, I created a new temp file at c:\TEMP and then made the environment changes suggested above.  My son who downloads various program languages for coding, etc. said lately that exe files have not been running lately.  He is trying to code a LIDAR at the moment.  He has been downloading various java versions to work with an older version of the lidar code library due to compatibility issues. I vaguely recall that him saying that he changed some variables so the latest java version wouldn't run.  I'll pester him tomorrow morning.  Anyway, the fix above worked.
