Is the 0 tax on line 16 or the total tax on line 24? What kind of income did you enter? W2 or 1099R or Social Security etc.

You appear to be using the desktop TurboTax software. Make sure you have updated the software.
Also make sure you do not have any overrides anywhere in the tax return. An override can make the calculations stop working correctly, even if the override is in a place that you think has nothing to do with the problem.
