The update should take place after you sign out and sign back in.
If you are using TurboTax online edition, I would suggest you clear cache and cookies on your web browser. Here are the steps:

This is what worked for me today:
Try running the TurboTax software in "Compatability Mode" with Windows 8 and run as "Administrator."
1. Sign out of TurboTax
2. Right-click on the TurboTax software and go to "Properties" then select "Compatability."
3. Check the box that says, "Run in Compatability mode for Win 8" even if you are running Windows 10
4. Check the box that says "Run as Administrator."
5. Click on Apply then "Ok."
6. Re-Lunch TurboTax and the software will begin the updates.
Two weeks now and not an answer that works. I will think twice next tax season.
I want a call number
Windows 10
Premier downloaded. Worked fine. I completed tax and unable to get latest update. It just does not download. Rebooted many times. Tried many times. Need an answer.

This guidance from ThinkQuik worked after everything else I read didn't. After making the properties changes the updates downloaded and installed without further issue.
