Why is Turbotax advertising both State and Federal preparations as free, yet I'm being charged for both?

The TurboTax Free-Edition is free, however, it appears you have upgraded to the TurboTax Deluxe Edition. Deluxe has a fee for the federal return, as well as a fee for your state return.
