Each state has its own set of forms, laws, and requirements that must be separately programmed into TurboTax by a team of programmers and CPAs. To help cover this cost, and to make some additional profit, TurboTax charges extra for each state.

(I am not a TurboTax employee, just another user with two states to file in this year. I use TurboTax for federal filings, but do my state taxes myself.)

Thanks for the explanation, I ended up only filing federal through TurboTax also and will do state on my own.
