why is form 5329-S and 8606 being created?

Turbotax has created form 5329-S and 8606 for me, and based on my understanding I should not have to file this form. All the information that Turbo Tax has auto-populated is showing as blank, besides my name and SS#. When I go to error-check, I get stopped and cannot proceed because I need to enter a Foreign Country Code for both these forms. 

Where is the error in my Easy Step that is creating this issue? I'm unclear on what is triggering this form and question and what I need to correct.

You may need this form in three situations:

• Early distributions from a tax-favored account
• Excess contributions to a tax-favored account
• Failing to take required minimum distributions

If that does not apply to you and the form is empty, delete the form:

1. Open or continue your return in TurboTax.
2. In the left menu, select Tax Tools and then Tools.
3. In the pop-up window Tool Center, choose Delete a form.
4. Select Delete next to the form/schedule/worksheet in the list and follow the instructions.
