Why does turbotax calculate high efficiency furnace credit as 10% when energystar.gov says 30%?

I installed a high efficiency furnace which should qualify for the 30% credit, but turbotax is only showing 10% (seems to be using 2022 credit version).

The Form 5695 Residential Energy Credits for tax year 2023 has not yet been finalized in TurboTax.

The Form 5695 is scheduled to be available in TurboTax on 01/31/2024 (subject to change).
