It might be that some information related to foreign account got carried over from last year. If you do not have a foreign account in the year of 2020, you can simply remove a Form 8938 "Statement of Specified Foreign Financial Assets" from the program. Here are the steps:
In TurboTax online,
If you live in the US and meet one of the following criteria, you would need to file a Form 8938.

Thanks, I'll remember that for next time. This time I had to pay $118 for premium.
I ran into the same problem but there was no form of the name mentioned above to delete.
TLDR: I was able to get it fixed and found the source of my problem was my 1099-INT form. Make very sure the FACTA box is not checked when entering/uploading the form. If you *do* submit the form with that box checked, the only remedy I could find is clearing the entire session (under the Tools menu) and starting your taxes over from scratch.
When entering my 1099-INT form, I used the "upload pdf" option and as part of that, it mistakenly thought my form had the "FACTA" box checked (and I had no idea what that meant at the time). I thought it was odd after that I got a bunch of questions about foreign accounts, but I answered "no" to the questions and moved on. Only to reach the very end and have it insist on "Deluxe" because it thought I had a foreign account.
Only then did I realize the connection between FACTA and foreign accounts so I went back and edited my 1099-INT form. Unfortunately, it had no effect. I deleted, re-uploaded my form, making sure to uncheck/erase everything but my simple interest entry. No good. I deleted, then typed in my form by hand, still no good. I even deleted the form entirely, but still no good.
It appears that as soon as you give the system the idea you *might* have a foreign account, there's some hidden flag that gets tripped that you can't get rid of. Finally, I erased my entire tax form session and started over from the beginning, very carefully entering my 1099-INT form, and this time it was good. I was able to complete my taxes with Free edition.
Hope this helps others who run into the same problem.
It helped me somewhat. Instead of upgrading to Deluxe because of foreign account I don’t have now it wants me to upgrade because I have “dividends on a schedule b”. Which I don’t have. But it’s for sure an issue with 1099-int from my bank about my interest on my savings account.
Sorry for second post but 1099INT is definitely bugged. I took off FATCA check mark. And took off “my form has info in other boxes (this is uncommon)” and TurboTax just doesn’t save my selection. It checks back again FaTCA & other boxes by itself.
I scraped my taxes 10 times already & nothing helps me to file my simple taxes for free. I only have w-2 from work & 1099int from bank that’s it. It’s SIMPLE tax situation that should be filed free. And yet
it depends. If all you have is a 1099 INT and W2, select clear and start over.
First check to see if you have a 1099 INT or 1099 DIV. If there is a foreign tax paid amount reported in Box 6 of a 1099 INT or Box 7 in your 1099 DIV, then you may have a foreign account that you are not aware of. There are follow-up questions in those forms that you need to complete. If this isn't the issue, then perform the following steps to remove this error message so you can file your return.
To remove this from your return:
If this doesn't remove the entry, try this:

I filed elsewhere. Coz I couldn’t get TT to understand that I have no foreign account. And pay $49.99 to get deluxe at the end turns into $144. No thx. I have 2 tax forms. That’s it. It cannot be more simpler. Other place agreed with me. I really didn’t like this year filing experience here.
