I ran into the same problem but there was no form of the name mentioned above to delete.
TLDR: I was able to get it fixed and found the source of my problem was my 1099-INT form. Make very sure the FACTA box is not checked when entering/uploading the form. If you *do* submit the form with that box checked, the only remedy I could find is clearing the entire session (under the Tools menu) and starting your taxes over from scratch.
When entering my 1099-INT form, I used the "upload pdf" option and as part of that, it mistakenly thought my form had the "FACTA" box checked (and I had no idea what that meant at the time). I thought it was odd after that I got a bunch of questions about foreign accounts, but I answered "no" to the questions and moved on. Only to reach the very end and have it insist on "Deluxe" because it thought I had a foreign account.
Only then did I realize the connection between FACTA and foreign accounts so I went back and edited my 1099-INT form. Unfortunately, it had no effect. I deleted, re-uploaded my form, making sure to uncheck/erase everything but my simple interest entry. No good. I deleted, then typed in my form by hand, still no good. I even deleted the form entirely, but still no good.
It appears that as soon as you give the system the idea you *might* have a foreign account, there's some hidden flag that gets tripped that you can't get rid of. Finally, I erased my entire tax form session and started over from the beginning, very carefully entering my 1099-INT form, and this time it was good. I was able to complete my taxes with Free edition.
