Why does turbo tax have a turbo deluxe but says state is additional while the Plus includes state and federal , what’s the difference between them, which one is the best to get your refund back

"PLUS" is not tax preparation software.  It is an add-on feature that gives you phone support and access to previous return.

Online Deluxe is $40; if you use online to prepare your state it is another $40.

When you purchase desktop (CD/download) software, Deluxe is sold by retailers both with or without state software--so pay attention if you purchase from Amazon, Costco, Walmart, etc.  If it includes state software, there is a fee to e-file the state--that can be avoided if you mail the state instead.
