Why does Free E-File cost $39.99

I am a 20-year TurboTax user.  Why does Free E-File cost $39.99.

that sounds like the charge for efiling the state.    TT's SOP for state reurns filed after a certain date (earlier its $20) except for New York.   your options are to efile and pay or 

1) mail in the state return - use tracking or proof of delivery .

2) if the return meets certain criteria some states allow completion of the return online for free at their website.
