Why does it say i can e-file for free but it says i can pay by credit card or i can pay with my refund? I already paid for the software.

Are you using CD/Download? If so, if you are filing a state return there is a fee to e-file.

Seems to me I've already e-filed over 5 fed returns w/o an additional charge. Is that possible?

When completing my State e-file, the fee shown is $19.99 + state sales tax. I am then taken to the Intuit website where I log in, when I go to pay by credit card, the e-file fee is $24.99 + state sales tax. Why am I to be charge more then originally stated in the software I purchased?
There was a price increase on March 1 (every year). The early prices expired. Have you updated your program? It should have shown the 24.99 on the first screen.
The fee to e-file the state return went up from $19.99 to $24.99 on 03/01/2020.

You have not updated your software. There was a price change effective on March 1. The state e-file charge is currently $24.99. You can avoid this charge by printing and mailing the state tax return.
Click on Online at the top of the desktop program screen. Click on Check for Updates.
Thanks for the clarification regarding price increase. Also, I have updated my software multiple times (it asks me each time I open TurboTax Deluxe) . In fact I just updated today before responding to this post and the price on the "file return" for state still has $19.99
