Why did it cost more to file a third and fourth state return for same state?

The first two filings were $19.99 each.  The next two were $24.99 each. Why were the last two more expensive?

When you have desktop software you get 5 federal e-files and the software to prepare multiple returns for one speciic state. 

But there is a fee each time you need to e-file a state return.  You can avoid that state e-file fee if you print it and mail it instead.
