Why cant i file my Mass state returns electronically?

It's probably because the state forms are not yet ready.  The IRS doesn't officially open filing season until January 27.  State forms are usually ready some time after that.  See the TurboTax FAQ below that explains projected dates for state forms availability.

suggested solution seems to make sense but it did not help me - all efile forms are listed as available

There is an update for Massachusetts that needs to be installed on the desktop version of TurboTax.  I recommend running Google Chrome to install the update.
