Why can't I delete expense categories?

What do you mean by "categories"?

You cannot delete expense categories that are hard-coded into the program (obviously).

Why can't I delete expense categories?

Are you asking about Mint or Turbo Tax? And about business expenses? For Turbo Tax you can go back in and delete the amount. But online for 2021 is now closed. So please explain more.
