Why am I paying state taxes due?

I am single and owe $1,152 in Va state taxes. I work in Tennessee.

Edited----You live in one state and work in another. TN has no state income tax so you do not pay any tax to TN. But if you live in a state with a state income tax, you are subject to paying tax to that state.
