Why am I being charged to re-file my rejected tax?

I qualified for free file. But got rejected by the IRS forget to add my 1099a. Now that I've corrected it TurboTax is trying to charge me

Do you mean a 1095A? For marketplace health insurance? You have to upgrade to a paid version if you have a 1095A----that does not meet the criteria for a "simple" return.
