Why am I being charged for state?

You are in Deluxe.  In Deluxe and higher the state is a separate fee.

Why am I being charged for state?

Your post indicates that you are using the TurboTax Deluxe online edition with a current charge of $59.  If you added a state tax return that is an additional charge of $59.
