While transmitting return getting error message that before I file I need to get an update. However, no updates are pending Will appreciate suggestions for next steps

the thing that worked was to uninstall TurboTax and reinstall it.

(had to get in touch with Tech Support. It took many hours and many steps. And, did not work. The last suggestion from Tech Support was to uninstall and install turbotax again. And, it worked)

Does this mean you have to re-enter all your 2018 tax information again?

no. I did not have to reenter. However, for safety, suggest making a backup copy of tax files before uninstall.

Thanks to Greg at the TurboTax help desk, I was able to uninstall and re-install my Premier software and finally able to transmit my federal and MI state taxes successfully.
