Recipients of income do not file 1099 forms, only payers do. If you were paid over $600, the entity that paid you is required to file a 1099 with the IRS. If they did, you should also receive a copy. You can contact the payer and ask them if they filed (or will be filing) a 1099, and make sure they have your current address.
The deadline for payers to send 1099s to recipients is usually January 31 or Feb 1, so if you don't have one by then, one probably hasn't been filed. Not every payer is the best at record-keeping, so sometimes 1099 income goes unreported to the IRS. Even if you did not receive a 1099, you are still supposed to declare the income on your tax return. You don't need a 1099 to do so.
