Where to send form # 9465

Turbo tax shows San Francisco as the location to send payment. Irs instructions on their site shows ogden UT., where do I send my payment.

Please see this IRS link Scroll down towards the bottom of the page and depending on what state you live in it will show you the address for that state:https://www.irs.gov/instructions/i9465/ch01.html

I need to access my 2017 tax return so I can send it to Optima but it is over 8 years old. How do I access that return and download it so I can get it over to Optima?
