Under the Personal tab up top, choose Other Tax Situations. Scroll down to Apply Refund to next year and click Start or Update.

You mean as opposed to applying towards your 2019 taxes?

Under the Personal tab up top, choose Other Tax Situations. Scroll down to Apply Refund to next year and click Start or Update.
