In your state return, did you see this screen?

Yes, the state instructions tell you to add W-2s, 1099-Rs, copies of certain federal forms and schedules, copies of other states' returns (if they apply), and a number of other forms, including the 5403.
However, you don't see these forms in your tax return, because they are attached electronically to the XML file that is e-filed to the state. XML is a tagged data format, i.e., no lines or boxes or shading. This format is what is e-filed, not the PDF that you see in the Print Center at time of filing.
So it is safe to assume that if required, TurboTax DID add the 5403 information to your e-filing, just as it adds the W-2 and 1099-R and other tagged data.
Yes, I did see the screen and entered the estimated I paid.
BUT the software never asked me to upload the required form (5403).
I am concerned that it will not be included with the DE submission since the system does not have a copy?
Did you make the estimated payment with the form 5403? When you made the payment, the form is there with it. The form and payment are due when you closed on the sale, so they would have received it by then and have record of it.
