I have not seen an official announcement from the IRS or Turbotax, but Intuit sent a notice to their professional customers that the form would be released by the IRS on 2/18/21. If that date holds, I would expect it to be included in Turbotax about 1-2 weeks later, to allow for final programming and testing. The IRS also indicated that the form won't be able to be e-filed. However, all that is subject to change by the IRS at any time until it is actually official.
A tentative release date isn't yet known.
Form 8915-E, Qualified 2020 Disaster Retirement Plan Distributions and Repayments, is still in draft status on the IRS website, and hasn't yet been finalized.

Taxpayers use Form 8915-E if they were adversely affected by a qualified 2020 disaster and received a distribution that qualifies for favorable tax treatment.
