Choose to mail your return and you will be given instructions when you print your state return. Since TurboTax does not support e-filing for your return, you are exempt from the mandatory e-filing requirement. You're required to electronically file your return only if you meet all three of the following conditions:
Since you don't meet condition #2, you can mail your return. As of April of 2012, the New York Department of Taxation removed the formerly-imposed $25 penalty for filing by mail.

Include copies of any documents that report NY withholdings or NY earned income.
Can no longer itemize so don't need Deluxe program. Wondering how the Basic program handles state returns, in our case NY. Is it still necessary to purchase the Deluxe edition?
The instructions for Form IT-201 state (on pg. 4) : "You must e-file if your software allows you to e-file your return." If TurboTax is telling you to mail in your New York return, you can do so with peace of mind.
Any of the TurboTax CD/Download products can handle your NY state return, so you can use the Basic version if you wish.
