When i download my return, turbotax only downloads file by mail instructions. What is the problem?

So are all the other pages of the return missing?   If you're referring to a 2018 return, it's possible that your PDF is in limbo during this transition period.  There are various problems every November between the end of filing season in late October and the startup of Online TurboTax likely the first week of December.  During that period returns are being archived in different databases.

If you used Free Edition without PLUS, you shouldn't be able to even access the PDF at all until you upgrade to PLUS (19.99).

Did you already file the 2018 return, and are now downloading for your records?  If so, was it by efile, or did you print, sign, and mail?    Or are you trying to print it to file now by mail?

You can keep trying periodically to see when the archive with your return becomes available.  But it may not be available until the first week of December.

If you filed earlier in the tax year, you may be able to download a free tax return transcript at the IRS website.

See the info I left you above.   If after November  your PDF still is missing the forms, you'll need to speak to the folks at TurboTax Support to troubleshoot.
