PA Form Rev-1630 is used to compute a possible under- withholding penalty associated with the PA income tax return.  One of the exceptions to the penalty is if your total withholding and estimated taxes for 2017 equaled or exceeded your tax liability based on your  2016 PA income tax income

Your 2016 income to use is found on the PA 40, line 11 that you have in your file.
