This reject code F540-670 indicates a discrepancy between the withholdings that you are reporting and what has been reported to California. This is usually due to a manual entry made in the CA state return section.

I got the same error and no one could help me. Mine is due to how the federal and state round their numbers differently. My state was rejected because it's $1 off from federal. Mine is due to line #71 on my CA state return.
