on page 2 of 2 there is a sign now, save time later, how am i saving time later and what if i don't sign now, save time later?

You will be asked to electronically sign at the end if you don't sign now. The "sign now, save time later" allows you to sign terms and conditions early, but don't worry, you can do this later if you feel more comfortable going through the program first.

That is what they would like you to think, with all their obscure legal language. What is really being requested is your consent to opt-in to marketing and offer emails by their partners and affiliates.  It is not needed and in most cases should be avoided.
