You can only have the fees deducted from a federal refund.   So you need to pay with a credit card.

What do you mean "what if?'   Then you get a state refund.   Do you owe for your federal return or are you just not getting a federal refund?   What is on line 35a of your Form 1040?  What about line 37 of that form?
