you have one or more tax forms in your return that the IRS or state has not finalized. 

To find which tax forms have not been finalized in TurboTax, you can:

Click on the Review tab and go through the interview to see the forms and schedules and their availability dates.
Check the summary or review section of your TurboTax return for any incomplete or pending information.
