What does able to be claimed as dependent mean? I was claimed as dependent in 2018 and 2019, I told the person to not claim me for 2020, so that automatically removes me from being able  to be claimed or what do I have to fill out some irs form for that?

If there was someone that could, or did claim you as a dependent in the past they would have to amend their past returns to make a change.

However,  if they did not claim you as a dependent for their 2020 taxes.  You will simply be able to file a return stating that no one else can claim you as a dependent, and no other documentation will be needed.

I was claimed in 2018 and 2019 by my parent with my authorization, they won't claim me for 2020 though so I'm fine or I still have to do paperwork to amend to file my recovery rebate for 2020 tax return? This is my 1st time ever filing a tax return...

If you're "able to be claimed as a dependent", it generally means you meet the dependent qualifications, even if no one claims you as a dependent. See Who can I claim as my dependent?

    • For example, one of the requirements is Support: Generally, you're a dependent if you DON'T provide more than half of your own support, like mortgage or rent, health insurance, food, clothing, electricity, heat, water, car, car insurance, etc. See What does "financially support another person" mean?

If this is your first time filing, you don't amend your tax return since you never filed a tax return. To prepare your 2020 income tax return, create a TurboTax account. Click here and follow the onscreen instructions.

If you qualify to for the stimulus payment, see How do I claim the Recovery Rebate Credit in TurboTax?
