W-4 Withholding

I am married and my spouse and I both work full time. We have 3 children. For the last 2 years we have had to pay $5k in taxes due to not having enough withholding from our paychecks. What is the best way to fill them out? Who should we claim on each form? (I.e., does one of us claim all the children, do we split them, etc). My spouse makes slightly more money than I do.

You are correct on assuming that you and your spouse do not have enough withholding from your paychecks.
