Unemployment/paid family leave (1099-G) keeps reporting "Not started", regardless of answers I give. Is this a bug? I can't continue with free version because of this!

This is under the "Your income" section. This is a showstopper bug. TurboTax is mistakenly requiring me to upgrade, when my situation allows me to file for free (no income, no refund). This is incredibly frustrating. I've used this for 10  years, but I'm very close to just abandoning TurboTax and going somewhere else. Intuit please fix this, or describe a workaround.

The 1099-G is flowing in from last year, because you probably had  a 1099-G last year. If you usually have the free edition, then there is  not much data transferring over.  I would suggest creating a new account with a different email and re-entering some of the basic information. Just say you want the free edition and don't answer yes to any questions which would prompt the upgrade.
