No.  You are not a dependent if you are the taxpayer completing the tax return.

Are you claimed as a dependent on someone else's return, such as your parents? 

If yes, then Yes, select that you are a dependent and someone will claim you. 

If no one claims you and you file as a non-dependent, you are not a dependent. Not a dependent for anyone else and not a dependent on your own return.
