I was given a signed power of attorney to handle anything for my fiancé who is in prison and he was given a letter from the irs basically saying they need him to verify his identity for them to release his funds, however because the prison is on a time limit being able to make those called is there anyway I am able to help or is that only left for him to do himself?

You will need to file the power of Attorney with the IRS before you can claim or verify anything for another taxpayer.
