Unable to open previous year tax return

I bought a new computer. In my old computer, I stored the previous year tax return on the iCloud Drive drive. On the new computer, I am unable to open it. I hear a click sound and nothing happens.

Do you have the TurboTax software installed on the new computer? The software will need to be installed to open the file. How do I move my tax file to a new computer?
